Russia — weak hand, strong nerve; your leverage is what others fear you will do. European Union — you can out-regulate anyone and out-fight no one. India — courted by all, committed to none. Saudi Arabia — you control the price of everything, which makes you useful and expendable. Israel — small, sharp, and permanently one mistake from catastrophe.
